  1. Provide all teaching staff with sufficient theory, knowledge and practical classroom application based on current, researched-based best practices (High Quality Sheltered Instruction (HQSI)/Sheltered Instruction Protocol (SIOP) to meet the academic needs of English Language Learners (ELLs). 
  2. Provide liaisons between parents of ELLs and the school system including individual school sites. 
  3. Implement and monitor district-wide ESL curriculum based on ESL national and state standards. 
  4. Identify students in the ELL subpopulation that need continuing academic and home support to pass proficiency assessments and required credit attainment for high school graduation. 
  5. Provide parent education courses and workshops for families with English Language Learners. 
  6. Identify, monitor, and promote freshmen to senior high school completion and graduation. 
  7. Maintain a consistent, district-wide record-keeping system that conforms to state and federal reporting standards. 
  8. Implement and support equitable teacher/student ratios for in-program and exited program ELLs.
